Why asbestos is common in Bermondsey properties

The two-layer survey that changed the scope
A landlord in Bermondsey contacted us before starting a refurbishment of a Victorian terrace that had been converted to flats in the 1980s. They had already received a quote for Artex removal in the two upper-floor flats — the obvious asbestos job.
When we carried out the refurbishment survey, we found what we expected in the Artex: chrysotile at low concentration, non-licensed, straightforward to remove. But we also found asbestos floor tiles beneath the laminate flooring in the ground-floor flat — a material that had not been visible and had not been included in the original quote.
The tiles were in good condition and could have been encapsulated rather than removed — a cheaper option that the landlord had not been offered. We quoted both options: removal with disposal, and encapsulation with a management plan. The landlord chose encapsulation for the ground floor and removal for the upper floors.
A survey that only looks at the surfaces you can see will miss the materials beneath them. In a Victorian conversion, the floor is as important as the ceiling.
